INVITATION CIRCULAR

The  International Braille Chess Association (IBCA) www.ibca-info.org  and the Spanish Blind Sports Federation (Federación Española de Deportes para Ciegos, FEDC) are glad to inform you that the 7th. World Blind and Visually Impaired Team Chess Championship will be held from the 11th to the 22nd. June 2013 in the city of Zaragoza (Spain). Zaragoza is located in the northeast of Spain, at 320 km. from Madrid and 300 km. from Barcelona.

ORGANIZATION DETAILS

"	Venue:  Confortel  Romareda Hotel, Zaragoza (Spain).
"	Arrival date: 11th. June, 2013 at dinner time.
"	Departure date: 22nd. June, 2013 after breakfast.
"	Pick up and drop off services from Zaragoza, Madrid and Barcelona airports will be provided to all teams by the Championship organization. For this reason, travel details should be confirmed before the 5th. May, 2013.
"	Registration fee per person in double or triple room with full board: 600 €.
"	Registration fee per person in single room with full board: 850 €.
"	Invitation to Tournament includes full board. Any arrival before the 11th. June or departure after the 22nd. June will have different rates. The phone, laundry and all other expenses which are not provided as per deal with the hotel will be considered as extras and must be paid by participants as per usage of these added facilities.

PARTICIPANTS AND GAME SYSTEM

"	The top 16 teams in the last Olympics held in India can participate. Cancellations will be covered according to the strict classification order and each group will keep always the classification order obtained in the Olympics.


"	The competition will be developed with the following system: 2 groups consisting of 8 teams each one will be formed in the previous phase and they will contest a league composed of 7 rounds.  In each game the winning team will get 2 points, in case of a tie, 1 point, and the loss, 0 points. In case of a tie at the end of this phase between two or more teams, the tiebreak will be the sum of all real points obtained in each board.

"	At the end of this previous phase, the top 2 of each group will play the semifinal, crossing against the top 2 of the other group. The winners of theses semifinals will contest the final. The losers of these semifinals will play the next positions.

"	In semifinals and finals matches, the tiebreak system will be decided by boards (result of the first board, the second, etc.). In case of a tie on 4 boards, the highest ranked team at the last Olympics will be the winner.

"	The time control will be 90 minutes per player plus 30 seconds increment per move, until the end of the game

A daily bulletin would be issued with the previous day's games. Bulletins will be hand over to each team in print and electronic format. This information will also be available online.

CHESSBOARDS AND CLOCKS

All materials will be provided by the FEDC, however any player will be allowed to make use of his  own chessboard according to the chess rules.

ACTIVITIES

Visit to the Zaragoza amusement park has been planned on Wednesday, June 19th.   for all participants and guests of the World Championship.
